It shows that they themselves do not seem to believe in their own rules or anti-doping tests. Have you ever had a communication of the irs stating that you should sign a document in which you pledge to not commit tax evasion and if caught would pay a whole years salary? It's ridiculous! I get the idea now that the UCI has squandered it's own rules and it smells like they haven't used their own rules to the fullest extent in the last years. Hein Verbruggen seems to have some explaining to do... It starts to get even better than the latest soap on tv... ;-) It shows that the UCI has lost track of the whole doping issue.
