Given Cavendish wasn’t endangering others (from my POV), it wasn’t against the rules to change lane. After all it’s ‘and, in so doing,’ not ‘or, in so doing’.

Arbitrary application of the rules has the potential to open up fraudulent acts. When race organizers, officialdom or sport power brokers have a particular agenda and you find yourself standing in the way, watch out.
I’m waiting for the next big conspiracy so 1 in 4 of us deluded cycling fans can have something to get paranoid about.
